Abstract
THE AUTHOR DELINEATES THE ROLE OF THE POLICE IN TODAY'S SOCIETY. THE POLICE MANPOWER SHORTAGE IS EXAMINED, FOCUSING ON THE PROBLEMS OF QUALITY AND QUANTITY. WAYS TO ATTRACT AND RETAIN PERSONS WITH THE QUALITIES AND SKILLS NEEDED BY A MODERN POLICE FORCE ARE SUGGESTED. THE TYPES OF EDUCATION AND TRAINING NECESSARY FOR EFFECTIVE LAW ENFORCEMENT ARE DISCUSSED, INCLUDING SUCH PROGRAMS AS COLLEGE LEVEL EDUCATION, RECRUIT TRAINING, AND INSERVICE TRAINING SCHEMES. RECOMMENDATIONS FOR SPECIFIC PROGRAMS TO MEET THIS NATIONAL MANPOWER PROBLEM ARE GIVEN.
