THE AUTHOR ANALYZES THE DISPOSITIONS OF CIVIL AND CRIMINAL CASES, CONSIDERING SUCH FACTORS AS THE ADVERSARY PROCESS, INNER-CITY VARIATIONS IN THE CRIMINAL SYSTEM, AND POLITICAL FORCES.
