Abstract
THE STRENGTH OF THE INCUMBENT LIES IN TECHNICAL AND NUMERICAL SUPERIORITY; THE WEAKNESS IN THE VULNERABILITY OF MASS COMMUNICATION CENTERS AND DENSE POPULATION. THE TERRORIST HAS THE ADVANTAGE OF ANONYMITY AND THE DISADVANTAGE OF THE GREATER LIKELIHOOD OF SECURITY LEAKS. RURAL TERRORISM DOES NOT WORK IN THE CITY.
