This report describes the Sentencing Commission’s research, training and clearinghouse activities and provides information on Federal criminal cases sentenced under the guidelines in Fiscal Year 1997.
Abstract
The report is divided into the following five chapters, with selected sub-categories: (1) Commission Overview (with a brief history of Federal sentencing reform); (2) The Sentencing Guidelines; (3) Legal Issues (US Supreme Court decisions, decisions of the US Courts of Appeals); (4) Guideline Training and Education (Internet Web Site, public information, publications and training materials, training, presentations); and (5) Research (statutory requirements, data collection, summary of 1997 findings, research studies). The summary of 1997 findings presents offender and offense characteristics; guideline cases and guideline application; departures and sentences within the guideline range; sanctions imposed; and significant case law.
