Abstract
THE AUTHOR CONCLUDES THAT THE PROJECT HAS DEMONSTRATED THAT BENEFIT CAN ACCRUE TO SOCIETY THROUGH EFFECTIVE UTILIZATION AND INCLUSION OF THE POOR, THE ALIENATED, AND OTHERS CUT OFF FROM THE NORMAL PARTICIPATION IN THE MAINSTREAM OF AMERICAN LIFE.
