This article describes the international collaboration among terrorism and security specialists at the George C. Marshall Center (GCMC).
Abstract
The GCMC, which opened June 5, 1993, offers a valuable forum that greatly enriches the knowledge and expertise of the graduates by bringing together experts in counterterrorism and security. The author learned a variety of important counterterrorism lessons from experts from around the world. Future success in countering the threat of global terrorism depends on international cooperation among subject-matter experts. Legal, financial, diplomatic, and intelligence efforts can significantly curtail the ability of transnational terrorists to operate. Goals and objectives of the study involved defining terrorism, including broad concepts, history, evolution, and future considerations; understanding the function of domestic and international legal tools and their application to countering terrorists; examining the global financing of terrorist groups and activities; studying the purpose of diplomacy and international cooperation in addressing the global threat; and evaluating the expanding role of homeland security in both preventing and responding to terrorism. A highlight of the program, a weeklong field study to examine the evolving French model of counterterrorism, as well as a summary of what the author gained from participating in this forum are described in detail. 3 endnotes
