Abstract
THE SENATE BILL PROPOSED TO PROVIDE COMPENSATION OF INNOCENT VICTIMS OF CRIME IN NEED, TO MAKE GRANTS TO STATES FOR THE PAYMENT OF SUCH COMPENSATION, TO AUTHORIZE AN INSURANCE PROGRAM AND DEATH AND DISABILITY BENEFITS FOR PUBLIC SERVICE OFFICERS, SECOND TO PROVIDE CIVIL REMEDIES FOR VICTIMS OF RACKETEERING ACTIVITY AND FOR OTHER PURPOSES. THIS STUDY WAS PERFORMED TO DETERMINE THE ORDER OF MAGNITUDE OF ADMINISTRATIVE AND STAFFING COSTS, THE GOVERNMENT SHARE OF PREMIUM COSTS FOR PUBLIC SERVICE OFFICERS GROUP LIFE INSURANCE PROGRAM AND INDEMNITY PAYMENTS FOR LOSS OF LIFE OR LIMB IF S. 2994, VICTIMS OF CRIME ACT OF 1972, WOULD BE LEGISLATED IN ITS PRESENT LANGUAGE. THIS STUDY IS NOT INTENDED TO PRESENT A CONCLUSION BY THE LAW ENFORCEMENT ASSISTANCE ADMINISTRATION ON THE EXTENT AND OPERABILITY OF THE PROGRAM.
