This document provides data on victims of crime and criminal justice operations in the Balkan region.
Abstract
The booklet contains reports from the Victims of Crime in the Balkan Region roundtable held in Bulgaria in February 1998. The reports, which presented the results of country surveys and discussions on them, highlighted several points: (1) Crime rates have increased; (2) Fear of crime and lack of trust in the capacity of the state to protect citizens from crime are a result of victimization; (3) Penal policy in situations characterized by high victimization rates is inconsistent; (4) The media play an important role in shaping public opinion, concepts of crime and victimization, and attitudes the law and institutions; and (5) Continuous cooperation is needed in the study of the problems of crime victims in the Balkan region as a step towards working out joint strategies. Specific country reports concerned crime and victimization problems in Albania, Bulgaria, Macedonia, Romania and Yugoslavia.
