This report on a hearing before the U.S. Senate Subcommittee on Criminal Laws and Procedures presents testimony on 10 bills pertaining to survivor benefits for families of police officers slain in the line of duty and to crime victim compensation in general.
Abstract
Bill S. 2087, the Police Officers' Benefit Act of 1971, would authorize payment of a lump sum of $50,000 to the dependent survivors of State and local police officers killed in the line of duty. The hearing held on September 29, 1971, received testimony on this bill. The hearing on November 30, 1971, received testimony on related bills. S. 33 would authorize the Attorney General to provide a group life insurance program for State and local government police officers; S. 1946 would authorize the same sort of program but would include firefighters; S. 2748 has the same basic provisions of the other bills but includes prison guards. The testimony examines the differences between these bills and considers the personnel who would be covered by such insurance. Three other bills focus on the needs of crime victims in general. Bill S. 16 would provide civil remedies to victims of activities prohibited by Title IX of the Organized Crime Control Act of 1970; S. 750 would provide for the compensation of persons injured by certain criminal acts; and S. 2426 would provide a civil action for damages resulting from violations of section 659 of Title 18, i.e., crimes involving property in interstate or foreign commerce.
