THIS ARTICLE SUMMARIZES THE PROVISIONS OF A PROPOSED JUVENILE DELINQUENCY IN THE SCHOOLS ACT, THE RESULTS OF A SENATE SUBCOMMITTEE SURVEY ON SCHOOL VIOLENCE, AND STATISTICS ON FINANCIAL LOSSES DUE TO SCHOOL VANDALISM.
Abstract
THE AUTHOR NOTES THAT, IF PASSED, THE PROPOSED ACT WILL PROVIDE FOR MASSIVE INFUSIONS OF FEDERAL MONEY INTO LOCAL EDUCATIONAL SYSTEMS AND AGENCIES FOR DEVELOPMENT OF ALTERNATIVE EDUCATIONAL PROGRAMS AND COMPREHENSIVE SECURITY PLANS TO REDUCE DELINQUENCY AND CRIME IN PUBLIC SCHOOLS. STATISTICS SHOWING THE DRAMATIC RISE IN ALL TYPES OF CRIME IN THE SCHOOLS ARE PROVIDED, BASED ON THE REPORT 'OUR NATION'S SCHOOLS - A REPORT CARD: 'A' IN SCHOOL VIOLENCE AND VANDALISM.' IT IS ALSO NOTED THAT IN 1974 THE TOTAL MONEY LOSS DUE TO BURGLARY, ARSON, VANDALISM AND OTHER STUDENT CRIMES INCREASED FROM THE ANNUAL 500 MILLION DOLLAR LEVEL REPORTED BY THE SUBCOMMITTEE REPORT TO JUST UNDER 600 MILLION DOLLARS.
