Abstract
FOUR SUMMARY TABLES COMPARE JAILS BY PLANNING DISTRICTS, AND FOUR DETAILED TABLES PRESENT DATA FOR EACH JAIL WITHIN PLANNING DISTRICTS. A NARRATIVE OVERVIEW OF VIRGINIA JAILS IS GIVEN. RECOMMENDATIONS CALL FOR CONSTRUCTION AND IMPROVEMENT OF REGIONAL JAILS WHERE INMATES SERVING SENTENCES OF SUBSTANTIAL LENGTH CAN BENEFIT FROM PROFESSIONALLY MANAGED TREATMENT PROGRAMS. OTHER RECOMMENDATIONS CONCERN UPGRADING THE TRAINING AND QUALIFICATIONS OF JAIL EMPLOYEES AND IMPROVING STATISTICAL REPORTING. STATISTICAL INFORMATION INCLUDES JAIL ADMISSIONS, LENGTHS OF SENTENCE, TYPES OF OFFENSE, JAIL PERSONNEL, FACILITIES, AND OPERATING COSTS.
