THIS PHASE OF THE ON-GOING STUDY OF CORRECTIONS IN VIRGINIA DEALS WITH OVERCROWDED CONDITIONS, REITERATES SOME PREVIOUS RECOMMENDATIONS, CITES NEW PROBLEM AREAS, AND NOTES IMPROVEMENTS.
Abstract
RECOMMENDATIONS ARE MADE FOR RESTRUCTURING ADMINISTRATION OF SOME UNITS, REVAMPING THE RECORDS-KEEPING SYSTEM, AND ESTABLISHING VALID TRAINING IN LEADERSHIP FOR SUPERINTENDENTS AND KEY LINE PERSONNEL. THE NEEDS FOR A VAST RECREATIONAL SYSTEM AND FOR MORE PLANNED REHABILITATIVE PROGRAMS FOR INMATES ARE EMPHASIZED AS WELL AS THE NEED FOR HIGHER EDUCATIONAL PROGRAMS.
