This document represents the second comprehensive report on law enforcement manpower resources, activities, and costs for Washington State cities and counties, presented primarily in tabular form.
Abstract
Report information is based on 1978 data as provided by numerous sources. The presentation of information in each of the four sections follows the same general format. Counties are listed by population size, as is each city or town within the county. Within this format, the different types of information are presented. The report begins with an outline of law enforcement activities for each jurisdiction as portrayed by the volume of serious crime; the number of police per 1,000 population; the number of arrests per reported serious crime; and the total number of arrests made by each jurisdiction. Next, information on the classification of jails in each county, as well as the capacity, staffing, costs, and the average daily jail population in 1978 is specified. Detailed information regarding expenditures of individual law enforcement agencies across the State is also presented. Summary information is provided comparing per capita costs for each agency and for various aggregations of cities and counties. The work concludes with data reflecting the manpower strength of each agency and a description of the personnel of most agencies with regard to sex, age, length of service, education, and pay.
