THIS PLANNING REPORT FOR JUVENILE JUSTICE SERVICES IN WASHTENAW COUNTY, MICH., DESCRIBES AND ASSESSES EXISTING SERVCICES, AND PRESENTS RECOMMENDATIONS FOR IMPROVEMENTS.
Abstract
THE WASHTENAW COUNTY COORDINATING COUNCIL FOR CHILDREN AT RISK PREPARED THE REPORT WITH THE AID OF AN LEAA SUBGRANT. THE COUNCIL, A NONPROFIT CORPORATION FORMED IN 1976, COORDINATES SERVICES FOR FAMILIES AFFECTED BY CHILD ABUSE AND NEGLECT THROUGH THE USE OF COORDINATION TEAMS, CASE CONFERENCES, AND CONSULTATION; PROVIDES COMMUNITY EDUCATION; AND MONITORS AND EVALUATES THE EFFECTIVENESS OF COORDINATION TEAMS, OF THE COUNCIL, AND OF INTERAGENCY PROBLEMS. THE REPORT DISCUSSES THE NEEDS OF TWO TARGET POPULATIONS: CHILDREN WHO HAVE BEEN ABUSED OR NEGLECTED, AND YOUTH WHO HAVE BEEN INVOLVED WITH THE LAW DUE TO THEIR OWN BEHAVIOR. INTRODUCTORY CHAPTERS PROVIDE BACKGROUND INFORMATION, A DESCRIPTION OF THE REPORT METHODOLOGY, AND INFORMATION ON THE COUNTY POPULATION. THE SECTION DEVOTED TO ABUSED AND NEGLECTED CHILDREN DISCUSSES THE PROCESSING OF REPORTED CASES, SUPPORTIVE AND PREVENTIVE SERVICES, AND THE COORDINATION OF SERVICES. THE SECTION DEALING WITH YOUTH WHO HAVE BECOME INVOLVED WITH THE LAW FOCUSES ON AN ANALYSIS OF THE JUVENILE JUSTICE SYSTEM AND ITS OUTCOME, SUPPORTIVE AND PREVENTIVE SERVICES, AND THE COORDINATION OF SERVICES. TABLES AND FOOTNOTES ARE PROVIDED. APPENDIXES CONTAIN LISTS OF AGENCY REPRESENTATIVES ON THE COUNCIL, OF ADVISORY TASK FORCE MEMBERS, AND OF SERVICE-PROVIDERS AND COMMUNITY GROUPS CONTACTED; AN ANNOTATED BIBLIOGRAPHY APPROXIMATELY OF 65 REFERENCES; A SAMPLE OF PETITIONS REFERRED TO THE JUVENILE COURT IN 1977; AND SERVICE-PROVIDER INFORMATION.
