CRITICISM OF DISTRICT-LEVEL INVESTIGATIONS OF INDIVIDUALS ACCUSED OF CRIME BASED ON A STUDY OF 56 INVESTIGATIONS CARRIED OUT IN A SWEDISH DISTRICT FROM JANUARY THROUGH AUGUST 1972.
Abstract
THE MAJORITY OF THOSE MAKING THE INVESTIGATIONS WERE YOUNG LAWYERS JUST BEGINNING THEIR CAREERS. THE INVESTIGATORS WERE NOT ADEQUATELY TRAINED IN THE WORK THEY WERE DOING. THEIR GREATEST FAULT WAS A LACK OF IMPARTIALITY. MANY OF THE INVESTIGATION REPORTS WERE MORE IN THE NATURE OF A LAWYER'S PLEA FOR HIS CLIENT THAN AN UNBIASED STATEMENT OF FACTS. DATA ARE PROVIDED ON THE NUMBER OF INVESTIGATORS USED AND THEIR OCCUPATIONS AND ON THE OCCUPATIONS, AGE, CITIZENSHIP AND INVOLVEMENT WITH ALCOHOL AND DRUGS, ETC., OF THE PERSONS INVESTIGATED.
