Abstract
THE AUTHOR FEELS THAT FAILURE TO DISTINGUISH BETWEEN THESE FUNCTIONS HAS DEVALUED EACH OF THEM. ISOLATING THE REHABILITATION FUNCTION FROM THE PUNISHMENT FUNCTION WOULD ALLOW IT TO PROCEED IN A MORE CONSTRUCTIVE ATMOSPHERE.
