This report provides statistics and information on crime trends and the treatment of offenders in Japan, mainly in 2007, and presents a separate section on the circumstances and attributes of elderly offenders and their treatment.
Abstract
Part 1 presents statistics on crime trends in 2007. Chapters in this section provide an overview of penal code offenses, an overview of special-act offenses, an overview of offenses of various types, a comparison of crime trends with other countries, and offenses committed by and against Japanese nationals outside Japan. Part 2 presents statistics and information on the treatment of offenders. Chapters in this section address prosecution activities, trial activities, the correction of adult offenders, rehabilitation services, and international cooperation in criminal justice. Part 3 covers trends in offenses by specific offenders and their treatment. Chapters in this section present data on foreign national offenders, offenders related to Boryokudan (organized crime groups), drug offenders, offenders with mental disorders, and repeat offenders. Part 4 contains chapters that focus on trends in juvenile delinquency and the treatment of juvenile delinquents. Part 5 features data on crime victims, with chapters covering actual conditions of crime victims and consideration for victims in criminal justice proceedings. Part 6 presents an overview of Japan's criminal justice system reform. Part 7 is devoted to the circumstances and attributes of elderly offenders and their treatment. One of the chapters in this section notes that elderly offenders in Japan are not only increasing in number and percent ratio, but are also increasing at a higher rate than the total elderly population. Other chapters in this section address the circumstances and attributes of elderly offenders, elderly inmates and probationers/parolees, and trends and treatment of elderly offenders in foreign countries. Extensive tables and figures and appended chronological table of criminal justice system reform
