WILMINGTON'S CRIMINAL JUSTICE SYSTEM, ITS NEEDS, PROBLEMS, PRIORITIES, AND PROGRAMS AS PERCEIVED BY THE CITY'S CRIMINAL JUSTICE PLANNING COUNCIL.
Abstract
THE REPORT REVIEWS THE EXISTING SYSTEM, INCLUDING THE BUREAU OF POLICE, THE LAW DEPARTMENT (PROSECUTION), THE MUNICIPAL COURT, PROGRAMS OF DELINQUENCY PREVENTION, AND THE CRIMINAL JUSTICE PLANNING COUNCIL. IT LISTS PRIVATE AGENCIES IN THE COMMUNITY WHICH ARE AVAILABLE AND PROVIDE SERVICES TO DEFENDANTS. AN ANALYSIS OF THE CITY'S NEEDS AND PROBLEMS IS OFFERED, WITH STATISTICAL DATA SUPPORTING DISCUSSIONS OF SPECIFIC CRIMES AND CLASSES OF VICTIMS AND ARRESTEES. RECOMMENDATIONS ADDRESS DEFICIENCIES IN JUVENILE CRIME PREVENTION, COMMUNITY INVOLVEMENT, CRIMINAL JUSTICE MANPOWER, AND REHABILITATION PROGRAMS. THE STUDY SUGGESTS A SET OF PRIORITIES AND A MULTI-YEAR PLAN, AND REVIEWS PROGRAMS CURRENTLY BEING FUNDED BY VARIOUS SOURCES.
