Because drug testing, treatment, and monitoring are functions common to most criminal justice and affiliated agencies, a systemwide approach to drug testing is described that was developed to train drug testing program participants in Montgomery County, Ohio.
Abstract
Training procedures have been established to facilitate the development of a comprehensive and coordinated drug testing program. These procedures encompass the following core sections: overview of a systemwide approach to drug testing, essential and desirable systemwide elements, duties of drug testing program participants, linkage development, drug testing protocols, legal issues, drug testing methodologies, costs and financial strategies, and program evaluation. Elements of a systemwide drug testing program are identified, drug testing procedures and benefits are detailed, and the use of drug test result information is discussed. Legal issues associated with drug testing are addressed, along with drug laboratory testing protocols and the proper use of drug testing equipment. Tables and figures
