REGIONAL INSTITUTE MEETINGS FOR THE PURPOSE OF ENCOURAGING THE PARTICIPATION OF YOUTH IN THE PLANNING AND ASSESSMENT OF DELINQUENCY PROGRAMS.
Abstract
THE 1969 MEETINGS OF THE NATIONAL COUNCIL ON CRIME AND DELINQUENCY (NCCD) WERE SET UP TO PROVIDE ASSISTANCE TO PLANNERS AND MANAGERS IN THE JUVENILE JUSTICE SYSTEM, AND INDICATE THE MAJOR PROBLEMS WHICH MITIGATE AGAINST THE INVOLVEMENT OF YOUTH. OEO AGENCIES, MODEL CITIES, SPA'S AND UNIVERSITIES WERE REPRESENTED AT THESE MEETINGS, IN ADDITION TO POLICE, PROBATION AND PAROLE, AND YOUTH DELEGATES. PROPOSALS RANGED FROM LOWERING THE VOTING AGE TO 18, TO COMPILING A CATALOGUE OF OPPORTUNITIES FOR YOUTH IN EACH COMMUNITY. OTHER SUGGESTIONS INCLUDED THE ESTABLISHMENT OF YOUTH CITY COUNCILS, THE EMPLOYMENT OF YOUTHS AS INTAKE WORKERS IN JUVENILE COURTS, AND THE DEVELOPMENT OF A HANDBOOK FOR PLANNERS, MANAGERS, AND EVALUATORS.
