Abstract
'THE OBJECTIVES OF A YOUTH SERVICE BUREAU (YSB), AS ENVISAGED BY THE PRESIDENT'S COMMISSION ON LAW ENFORCEMENT AND ADMINISTRATION OF JUSTICE, ARE THE PREVENTION OF JUVENILE DELINQUENCY AND THE DIVERSION OF YOUTHS FROM THE JUVENILE JUSTICE SYSTEM.' THE PRIMARY CLIENT GROUP ARE THOSE YOUTHS WHO ARE IN DANGER OF BECOMING DELINQUENT. THEY ARE REFERRED BY THE POLICE, JUVENILE COURT, PARENTS, SCHOOLS AND OTHER SOURCES. THE SECOND GROUP ARE SELF-REFERRALS. BASIC ELEMENTS OF A YSB AND THE SERVICES IT PROVIDES ARE OUTLINED. OTHER TOPICS, ORGANIZING A YSB, FUNDING, STAFFING, AGENCY RELATIONSHIPS, AND AUSPICES ARE BRIEFLY DISCUSSED. THERE IS MATERIAL ON LEGAL PROBLEMS AND ADVISORY COMMITIEES OR BOARDS.
