The program teaches preteens concrete ways of saying 'no' to drugs in different situations. A drug education program similar to DARE is coordinated by the New York City Police Department. While sufficient data on the effectiveness of these programs is insufficient, it is felt they have the potential for solving the youth drug problem by preparing children for what lies outside the classroom. The importance of families and communities, as well as schools, in the drug education process is noted.
