This 2003 Report to the Nation reviews the activities supported and administered by the Office for Victims of Crime (OVC) during Fiscal Years 2001 and 2002.
Abstract
Following a message from the Director of OVC, the Introduction describes the main objectives of the OVC and offers a brief review of its activities as well as its future focus. Chapter 1 describes the funding available to the OVC for its various victim services initiatives and presents the Crime Victims Fund allocations from Fiscal Years 2001 and 2002. Chapter 1 also describes the funding sources tied into the Victims of Trafficking and Violence Protection Act of 2000. Chapter 2 describes the victim support services authorized under the Victims of Crime Act (VOCA), which include the VOCA victim assistance program and the VOCA victim compensation program. Data are offered concerning the number of victims supported through these programs and the types of services delivered to victims by the assistance and compensation programs. Chapter 3 explores the victim assistance services and programs available to victims of Federal crimes, including the nationwide automated victim information and notification system. Chapter 4 describes the services and programs developed by OVC to assist victims of terrorism and mass violence, while chapter 5 reviews the training, technical assistance, and capacity building services offered through the OVC. Chapter 6 discusses the public education and awareness programs coordinated by the OVC, including National Crime Victims’ Rights Week and the Victims’ Rights Education project. Chapter 7 explores transnational victim services supported by the OVC including services for victims of international child abduction, human trafficking, and crimes against Americans traveling abroad.
