Abstract
THE FOLLOWING RESEARCH REPORTS ARE DOCUMENTED: A STUDY OF FALSE ALARM RATES FOR POLICE IN MULTNOMAH COUNTY, ORE.; A SURVEY OF SECURITY ALARM PROBLEMS (INCLUDING FALSE ALARMS) IN ST. LOUIS MO.; AN ANALYSIS OF EMERGENCY ALARM SYSTEM USE IN LADUE, MO.; AND A SURVEY OF SECURITY ALARM COMPANY OWNERS, WHO WERE ASKED THEIR VIEWS CONCERNING PROBLEMS WITH ALARM SYSTEMS (E.G., WHETHER SYSTEM MALFUNCTIONS ARE PRIMARILY THE FAULT OF EQUIPMENT MANUFACTURERS, INSTALLERS, OR USERS). A MODEL BURGLARY AND HOLDUP ALARM BUSINESS LICENSING AND REGULATORY STATUTE DEVELOPED BY THE LEAA'S PRIVATE SECURITY ADVISORY COUNCIL IS PRESENTED. THE MODEL IS INTENDED AS A GUIDE FOR STATE-LEVEL LEGISLATION AIMED AT PREVENTING AND REDUCING CRIME, PROTECTING CONSUMERS OF ALARM SERVICES AND PRODUCTS, AND IMPROVING THE ALARM INDUSTRY. A MODEL BURGLARY AND HOLDUP ALARM SYSTEMS ORDINANCE DEVELOPED BY THE INTERNATIONAL ASSOCIATION OF CHIEFS OF POLICE IS ALSO PRESENTED. THE ORDINANCE SETS FORTH MINIMUM STANDARDS AND REGULATIONS APPLICABLE TO BURGLAR AND HOLDUP ALARM SYSTEMS, BUSINESS, AGENTS, AND USERS. ALSO INCLUDED ARE COPIES OF LOCAL ORDINANCES GOVERNING THE USE OF EMERGENCY ALARM SYSTEMS IN MULTNOMAH COUNTY, ORE., PASADENA, CALIF., SEATTLE, WASH., DALLAS, TEX., AND CERRITOS, CALIF. (LKM)
