Abstract
THE PROPOSAL, AMONG OTHER THINGS, WOULD TNED TO REDUCE THE NUMBER OF IMPRISONMENT SENTENCES ON THE THEORY THAT IMPRISONMENT DOES NOT CONTRIBUTE TO THE REAHBILITATION OF OFFENDERS. IT ALSO CALLS FOR FEWER ALRGE PRISONS AND MORE SMALL ONES, ON THE THEORTY THAT ONLY IN A SMALL INSTITUTION CAN AN ATMOSPHERE BE CREATED THAT IS AT ALL CONDUCIVE TO THE REHABILITATION OF OFFENDERS. --IN GERMAN
