Abstract
USING THE DATA CONTAINED IN THE SYSTEM DESCRIPTION (SEE NCJ-08619), VARIOUS AGENCIES ARE EXAMINED IN DEPTH. RECOMMENDATIONS INCLUDE ESTABLISHING A COUNTY BUREAU OF POLICE SERVICES TO PROVIDE SPECIALIZED CRIMINALISTIC SERVICES TO SUBURBAN POLICE, TRANSFERRING MISDEMEANOR JURISDICTION TO MAGISTRATES, WIDENING THE SCOPE OF THE PRESENT BAIL REFORM MOVEMENT, INCREASING PROBATION AS AN ALTERNATIVE TO INCARCERATION AND REPLACING INDISCRIMINATE JUVENILE DETENTION WITH INCREASED SUPPORT SERVICES.
