ANALYSIS OF SIXTEEN PERSONNEL EVALUATION METHODS, FREQUENCY OF THEIR USE IN POLICE AGENCIES, AND SUGGESTIONS FOR THEIR IMPROVEMENT.
Abstract
THE METHODS DISCUSSED ARE DIVIDED INTO PERSON-ORIENTED AND RESULTS-ORIENTED CATEGORIES. THESE METHODS ARE DEFINED, AND SELECTED PROBLEMS OF UTILIZATION OF EACH CATEGORY ARE EXPLAINED. FROM THE DATA AVAILABLE, IT APPEARS THAT MANY POLICE AGENCIES EMPHASIZE PERSON-ORIENTED METHODS-THAT IS TO SAY EVALUATION PROCEDURES THAT RATE PERSONAL TRAITS, COMPARE ONE EMPLOYEE TO ANOTHER, OR DESCRIBE HOW THE EMPLOYEE PERFORMS HIS DUTIES. THESE METHODS PRESENT MORE DIFFICULT AND COMPLEX PROBLEMS THAN RESULTS-ORIENTED APPROACHES WHICH ARE BASED UPON EVALUATION OF THE EMPLOYEE'S PERFORMANCE. FOR THIS REASON, A GENERAL RESULTS-ORIENTED APPROACH IS SUGGESTED FOR POLICE AGENCIES. (AUTHOR ABSTRACT MODIFIED)
