THE PLAN BEGINS WITH A DETAILED, CRIME SPECIFIC ABSTRACT OF SEVEN MAJOR CRIMES WHICH INCLUDES DATA ON OFFENSES, AN OFFENDER BASED TRACKING SYSTEM, DEALING WITH DISPOSITION OF OFFENDERS, AND A RECIDIVISM STUDY. A COMPILATION OF ISSUE PAPERS IS PRESENTED, DRAWN FROM THE CRIME SPECIFIC DATA ANALYSIS, DISCUSSION WITH CRIMINAL JUSTICE PROFESSIONALS, AND OTHER RESEARCH. FINALLY, A BODY OF RECOMMENDATIONS IS OFFERED, IDENTIFYING KEY INDIVIDUALS AND AGENCIES IN THE LOCAL CRIMINAL JUSTICE SYSTEM, AS WELL AS ACTIONS TO BE TAKEN, AND SUGGESTED TIME SCHEDULES AND METHODS OF IMPLEMENTATION.
