CASES, STATUTES, AND STATISTICS ON THE OPERATION OF THE BAIL SYSTEM IN COOK COUNTY, ILLINOIS.
Abstract
NUMBERING AMONG THE ACCOMPLISHMENTS OF THIS REFORMED BAIL SYSTEM ARE A TEN PER CENT BAIL DEPOSIT PROVISION, A LIBERAL USE OF RELEASE ON RECOGNIZANCE, A RELIANCE ON PUNITIVE RATHER THAN PECUNIARY MEASURES TO DETER BAIL JUMPING, AND A TWENTY-FOUR HOUR BOND COURT. PROFESSIONAL BAIL BONDSMEN HAVE BEEN ELIMINATED BY THE SUCCESS OF THE NEW REFORMS, AND NO GREAT INCREASE IN THE BOND FORFEITURE RATE RESULTED FROM THE NEW SYSTEM'S CHANGES.
