Abstract
Kaala Cottage purports to have a behavior management system that defines desirable behaviors that are encouraged and reinforced by providing points that can be earned and traded for desired commodities or privileges. The evaluation had two basic components. One was the observation and recording of staff-ward interactions inside the cottage during mealtimes, recreation periods, and free time. The second component involved the completion of separate questionnaires for the staff and wards to determine perceptions of and attitudes toward behavior management practices. The ward population averaged about 40 boys at any given time. A total of 12 youth correctional officers (YCO's) were observed. The most significant finding was the confusion among both staff and wards about the nature and operation of the behavior management system. The system appears to lack focus, form, and consistency. Recommendations include (1) the use of a modified token economy for granting parole, which would involve contingency contracting; (2) the development of a point system for specific tasks and activities, including the provision of equal opportunity for wards to earn points; (3) provision of opportunities for wards to voice complaints and make suggestions; (4) the development of incentives to maintain positive staff interaction with wards; and (5) the standardization of orientation for both wards and staff, with continuing review and clarification of orientation material. Tabular data and the questionnaires are provided, and 34 references are listed.
