SUMMARY AND ANALYSIS OF THE INCIDENCE AND CAUSES OF DELINQUENCY, AND OF THE STRUCTURE, PRACTICES, AND PROBLEMS OF THE JUVENILE JUSTICE SYSTEM.
Abstract
DISCUSSED ARE THE ORGANIZATIONAL DIFFERENCES, JUDICIAL PRACTICES, ADMINISTRATIVE PROBLEMS, AND SOCIAL CAUSES OF DELINQUENCY IN VARIOUS BELGIAN JURISDICTIONS. THE OVERALL STRUCTURE AND PROCEDURES OF THE JUVENILE JUSTICE SYSTEM IN BELGIUM WERE ALTERED CONSIDERABLY AS OF SEPTEMBER, 1966 BY LEGISLATION OF APRIL, 1965 WHICH REPLACED THE SYSTEM WHICH HAD BEEN EFFECT SINCE 1912. THE GROWING SERIOUSNESS OF JUVENILE DELINQUENCY IN THE COUNTRY IS INDICATED BY A 146 PERCENT INCREASE FROM 1957 TO 1968 IN THE NUMBER OF NEW CASES SENT TO THE JUVENILE SECTION OF THE PUBLIC PROSECUTOR'S OFFICE COMPARED TO A 37 PERCENT INCREASE IN CASES OF ALL KINDS. STATISTICS ON JUVENILE DELINQUENCY AND THE JUVENILE JUSTICE SYSTEM APPEAR THROUGHOUT THE SUMMARY. --IN FRENCH
