SUGGESTION THAT SELECT POLICE OFFICERS BE TRAINED IN CRISIS INTERVENTION, LIFE-SUSTAINING TECHNIQUES, AND OTHER SERVICE-ORIENTED ASPECTS OF POLICE WORK.
Abstract
REALIZING THAT OVER 90 PERCENT OF AN OFFICER'S DAY IS SPENT PERFORMING NON-LAW ENFORCEMENT FUNCTIONS, A POLICE DEPARTMENT WOULD BENEFIT FROM A HIGHLY TRAINED, ELITE DIVISION, CAPABLE OF DEALING WITH PERSONS ON A HUMANE, PERSONAL LEVEL AS OPPOSED TO THE TRADITIONAL AUTHORITARIAN LEVEL. THE AUTHORS SUGGEST THAT THOSE QUALIFYING FOR THIS DIVISION AS A RESULT OF INTENSE SCREENING AND TRAINING BE ALLOWED TO WEAR A BLUE BERET AS A SYMBOL OF THEIR ACHIEVEMENT.
