Abstract
THE ARTICLE EXPLAINS CAUSES OF URBAN VIOLENCE, POLARIZATION, AND POLICE-CITIZEN HOSTILITY. IT DEVELOPS AN ARGUMENT TO IMPROVE POLICE-COMMUNITY RELATIONS AND INVOLVE CITIZEN GROUPS IN REDUCING CRIME. THE ALTERNATIVES TO THIS APPROACH ARE DESCRIBED BY THE AUTHOR AS BEING GRIM.
