Abstract
THE REPORT BEGINS WITH AN OVERVIEW OF THE CRIME SITUATION AND THE GOVERNMENT AND PRIVATE REACTIONS TO THIS PROBLEM. THE ELEMENTS OF PHYSICAL SECURITY SYSTEMS AND THE SCOPE AND COMPLEXITIES OF THE PROBLEM OF CREATING AND MAINTAINING PHYSICAL SECURITY FOR COMMERCIAL AND RESIDENTIAL STRUCTURES THROUGHOUT CALIFORNIA ARE DISCUSSED. SPECIFIC PROCEDURES FOR TESTING SECURITY HARDWARE FOR WINDOW AND DOOR SYSTEMS ARE OUTLINED. APPENDED MATERIAL INCLUDES RELEVANT CRIME STATISTICS.
