THIS VOLUME OF A CONSULTANT'S REPORT TO THE CALIFORNIA DEPARTMENT OF CORRECTIONS CONCENTRATES ON THE PHYSICAL PLANT OF THE STATE'S PRISON SYSTEM.
Abstract
THE EXISTING CAPACITY AND LEVEL OF UTILIZATION ARE REVIEWED AND COMPARED TO PROJECTIONS OF FUTURE PRISON POPULATIONS. THE DISCUSSION OF THE DEPARTMENT'S EXISTING PRISONS BEGINS WITH AN OVERVIEW OF STANDARDS AND CODES RELATED TO PRISON FACILITIES AND THE MEASURES USED TO EVALUATE EXISTING INSTITUTIONS, AND CONTINUES WITH A PRESENTATION OF SPECIFIC RENOVATION ALTERNATIVES FOR HOUSING, DEVELOPING ESTIMATES OF RENOVATION COSTS FOR PARTICULAR TYPES OF HOUSING UNITS. THE DISCUSSIONS OF THESE ALTERNATIVES CENTER ON PROTOTYPES AT SOLEDAD AND SAN QUENTIN. ATTENTION IS ALSO DEVOTED TO THE COSTS OF NEW CONSTRUCTION. FINALLY, RECOMMENDATIONS ARE PROVIDED REGARDING THE RENOVATION OR CONSTRUCTION OF THE FOLLOWING PRIORITY INSTITUTIONS: SAN QUENTIN AND FOLSOM STATE PRISONS, THE NORTH AND CENTRAL CALIFORNIA TRAINING FACILITIES, THE DEUEL VOCATIONAL INSTITUTION, THE CALIFORNIA MEDICAL FACILITY, THE CALIFORNIA INSTITUTION FOR MEN, THE CALIFORNIA MEN'S COLONY, THE CALIFORNIA CORRECTIONAL INSTITUTION, THE CALIFORNIA CORRECTIONAL CENTER, THE SIERRA CONSERVATION CENTER, THE CALIFORNIA INSTITUTION FOR WOMEN, AND THE CALIFORNIA REHABILITATION CENTER.
