Fiscal year 1993 marked the 8th year of Federal funding by the Edward Byrne Memorial State and Local Law Enforcement Assistance Formula Block Grant Program, and the year 1993 also began a new 3-year funding cycle for California in its continued war on drugs and violent crime.
Abstract
During the fiscal year, each California county was required to develop and implement an operational agreement ratified by the local Anti-Drug Abuse Executive Steering Committee which represented local components of law enforcement, prosecution, and probation, with courts and other allied agencies as an option. Formula Block Grant Program funding was essential to the continuing success of local criminal justice systems in responding to drug problems under their jurisdiction. Flexibility built into the program provided local decisionmakers with multiple strategies to address drug problems. Coordination and cooperation among project participants contributed greatly to program success. Many rural-based and medium-sized counties employing a task force law enforcement strategy indicated this approach to drug suppression would not be possible without the program. Program achievements demonstrated California's program implementation plan was diverse, comprehensive, and responsive. The nature of the drug problem in California is discussed. Coordination efforts of the California Office of Criminal Justice Planning are described, along with discretionary grant awards focusing on juvenile offender drug abuse treatment.
