THE PROPOSED COMPONENTS ARE A JOB SPECIFICATIONS GUIDE (TASK ANALYSIS), A PERSONNEL INFORMATION SYSTEM, A 'LINKING SYSTEMS' COMPONENT TO IDENTIFY ORGANIZATIONAL AND INDIVIDUAL PROBLEMS, AND DEVELOPMENTAL SOLUTIONS TO PROBLEMS GENERATED EITHER BY EXTERNAL EVENTS OR THE LINKING SYSTEMS COMPONENT.
