Abstract
MOST OF THE TESTIMONY INVOLVED TWO SPECIFIC TRAINING SCHOOLS IN DELAWARE COUNTY - SLEIGHTON FARM SCHOOL FOR GIRLS AND GLEN MILLS SCHOOLS FOR BOYS. TOPICS CONSIDERED INCLUDED THE USE OF ISOLATION AS A DISCIPLINARY PROCEDURE, THE TREATMENT AND REHABILITATIVE ASPECTS OF TRAINING SCHOOLS, INSTITUTIONAL COMPLIANCE WITH BASIC SAFETY AND HEALTH STANDARDS, AND THE VIEWS OF TRAINING SCHOOL ADMINISTRATORS. SUGGESTED REFORMS IN JUVENILE INSTITUTIONS FOCUS ON THE USE OF GROUP HOMES, PROBATION, AND OTHER COMMUNITY-BASED ALTERNATIVES. THE RESPONSIBILITIES OF THE STATE AND THE ROLE OF PRIVATE CITIZENS IN THE OPERATION OF STATE TRAINING SCHOOLS ARE ALSO DISCUSSED.
