An investigation was conducted into the origins and activities of Chinese youth gangs in the northeast section of Vancouver, Canada, from 1975 to 1978.
Abstract
Interviews were held with 13 gang members and with persons who had some contact with them in school and in the community. There were four gangs--the Phantom Raiders, the Golden Skippers, the Blue Angels, and the Golden Wheels-- operating in the Chinatown section and its environs, composed of 13- to 19-year-olds who had recently arrived from Hong Kong. These youths had learning problems that led to behavior problems in school. School personnel generally agreed that these Chinese immigrant students had substantial difficulty in learning English--more than any other ethnic group, and more than other Chinese who had immigrated at an earlier age. The gang members caused problems in the community with their shoplifting, auto theft, pickpocketing, and other crimes. The interviewees mentioned the need for examining the effectiveness of New Canadian classes, improving counseling and guidance services, and for providing more community youth workers. 19 references
