Abstract
THE AUTHOR BEGINS WITH A CONSIDERATION OF SOME RIOT CAUSATION THEORIES AND FOCUSES ON THE EFFECTS OF INDIVIDUAL EFFORTS. SPECIAL ATTENTION IS GIVEN TO POLICE COMMUNITY PROGRAMS INVOLVING YOUTH. ALSO INCLUDED ARE COMPONENTS OF COMMUNITY RELATIONS PROGRAMS ARE ELABORATED UPON WITH SPECIAL ATTENTION GIVEN TO THOSE AIMED AT VARIOUS MINORITIES. THE HANDLING OF COMPLAINTS AGAINST THE POLICE IS DISCUSSED ALONG WITH GUIDELINES FOR ENSURING THAT SUCH COMPLAINTS WILL SELDOM ARISE.
