SELECTION, TRAINING, AND DUTIES OF POLICE APPRENTICES IN A MODEL CITY PROGRAM DESIGNED TO INCREASE MINORITY POLICE PARTICIPATION AND IMPROVE POLICE RELATIONS AND SERVICE.
Abstract
WHEN NEW YORK CITY WAS FORMALLY DESIGNATED A MODEL CITY IN 1967, IT WAS DECIDED TO ESTABLISH THE POSITION OF COMMUNITY SERVICE OFFICER, AS RECOMMENDED BY THE PRESIDENT'S COMMISSION ON LAW ENFORCEMENT AND THE ADMINISTRATION OF JUSTICE. THE FOCUS OF THIS ARTICLE IS ON CANDIDATE QUALIFICATIONS, AND DIFFICULTIES IN PROGRAM IMPLEMENTATION IN BROOKLYN, THE ONLY NEIGHBORHOOD WILLING TO PARTICIPATE AT THAT TIME. THE AUTHOR STATES THAT, DESPITE THE FILING OF AN INJUNCTION THAT THE TEST AND THE POSITION WERE UNCONSTITUTIONAL, THE PROGRAM HAS MADE A FAVORABLE IMPACT ON THE COMMUNITY, THE POLICE DEPARTMENT, AND THE COMMUNITY OFFICERS THEMSELVES.
