Abstract
THE STUDIES OUTLINED INDICATE THE ESSENTIALLY PENAL CHARACTER OF CURRENT SOCIAL CONTROL OF DRUG USE. HOWEVER, THE ORIGINS OF DRUG USE ARE GROUNDED IN INDIVIDUAL PSYCHOLOGICAL CONDITIONS AND THE TENSIONS OF SOCIAL AND CULTURAL CONFLICT. REPRESSION AND ESPECIALLY IMPRISONMENT ARE INEFFECTIVE MEANS OF CONTROLLING DRUG USE. -- IN DUTCH
