THIS ARTICLE DISCUSSES ELEMENTS OF AN INTEGRATED LAW ENFORCEMENT APPROACH ENCOMPASSING BOTH CRIMINAL LAW AND TRAFFICE SAFETY.
Abstract
THE AUTHOR FOCUSES ON THE IMPORTANCE OF TRAFFIC SAFETY AND THE TIME AND ENERGY SPENT ON IT BY THE CRIMINAL LAW ADMINISTRATION. HE THEN ANALYZES THE CHANGING ROLE OF THE CRIMINAL LAW FROM THE TRADITIONAL INDEPENDENCE AND ISOLATION TO THE MODERN DIFFERENTIATED AND INTEGRATED APPROACH APPLIED TO TRAFFIC SAFETY. THE AUTHOR SEES FOUR ELEMENTS IN AN INTEGRATED APPROACH: A FUNDAMENTAL ELEMENT WHICH GIVES THOUGHT TO CONTROLLING THE CREATION OF MOBILITY NEEDS AND TO THE MANNER IN WHICH THE NEED FOR CHANGE IS PROVIDED FOR; A PRAGMATIC APPROACH WHICH FURTHERS RESEARCH AND MEASURES TO SUPPLY MORE EFFECTIVE EQUIPMENT; AN INFORMATIVE ELEMENT WHICH SYSTEMATICALLY DEVELOPS PROGRAMS OF TRAFFIC EDUCATION, DRIVING INSTRUCTION, AND INFORMATION, AND; A REPRESSIVE ELEMENT WHICH EVALUATES PRECISELY WHICH FUNCTIONS THE CRIMINAL LAW CAN PERFORM AND WHAT DEGREE OF POLICE SUPERVISION AND PUNISHMENT CAN BE EFFECTIVE. TRAFFIC SAFETY POLICIES HAVE MANY COMPONENTS IN WHICH BOTH THE VARIOUS AUTHORITIES AND PRIVATE GROUPS MUST PERFORM A ROLE....TWH
