This paper based on discussion from the first of a series of seminars organized by the European Forum for Urban Security, found that prevention through both situational and social interventions is the key to a sustainable reduction in terrorism, as well as the importance of community, negotiation, and conflict resolution.
Abstract
It is clear in the United Kingdom that the prevention of terrorism has mostly been hived off to the police, security services, and emergency planning units, when in fact much prevention and harm reduction work could usefully be achieved through mainstream participation of local authority departments such as education, youth services, community development, and planning. This is the approach being taken in the City of Westminster in Central London. No new legislation is seen as needed. What is needed is more awareness among mainstream local authority departments of the influence that their strategies and services can have on terrorism prevention and harm minimization. The first of five seminars organized by the European Forum for Urban Security took place in Bristol in September 2006. The seminar focused on what could be done to prevent terrorism. There was a critique of a purely “warfare” or deterrence approach. This paper based on the discussion from the first seminar identified a theme. The theme was that prevention through both situational and social interventions, such as education and youth services is the key in the reduction of terrorism. Figures, references
