SUMMARIZES REPORT THAT ANALYZES THE EXTENT AND CHARACTER OF DELINQUENCY AND RECOMMENDS AN ORGANIZATIONAL STRUCTURE TO ENCOMPASS A MODEL PROGRAM FOR PREVENTION AND CONTROL THROUGH THE USE OF COMMUNITY RESOURCES AND THE COURTS.
Abstract
AN ORGANIZATIONAL STRUCTURE PROVIDING FOR FLEXIBILITY AND CONTROL AT THE LOCAL LEVEL IS RECOMMENDED. PREVENTION PROGRAMS ARE VIEWED IN TERMS OF THEIR PRINCIPAL PURPOSES IN BEHAVIORAL CONTROL. CHARACTERISTICS OF A COMMUNITY STRUCTURE WITH BASIC DELINQUENCY PREVENTING QUALITIES ARE DESCRIBED. PREVENTION PROGRAMS FOR PERSONS WITH IDENTIFIABLE, NONCRIMINAL BEHAVIORAL PROBLEMS ARE DISCUSSED. THE CONTROL PROGRAM HAS TO DO WITH YOUTHS INVOLVED IN LAW VIOLATIONS AND INCLUDES POLICING, COURT PROCESSING, GENERAL AND SELECTIVE COMMUNITY REHABILITATION PROGRAMS, AND RESIDENTIAL TREATMENT. PROPOSALS FOR STAFFING AND FINANCING ARE INCLUDED.
