This manual discusses the benefits of police aviation assets, describes the steps for evaluating the feasibility of procurement and the use of aviation assets, and provides guidelines for the development of a police aviation management program.
Abstract
Some uses of police aircraft are rapid response in emergencies, patrolling large areas, the transportation of prisoners, and administrative flights. Following a discussion of these police aircraft benefits, the manual presents major sections on aircraft procurement, aircraft selection, cost determination, management program, and the development of a proposal. The areas addressed in the management program are budgeting, staffing, record keeping, and flight operations. The proposal is the outcome of the planning discussed in previous sections of the manual. The proposal provides all the information necessary for appropriate officials to decide whether the investment is warranted. At a minimum, the proposal should discuss why the police need aircraft, what type of aircraft will best meet departmental needs, when and how the aircraft will be used, who is going to operate the aircraft and staff the program, and how much the program is going to cost.
