STUDY OF THE MAGNITUDE OF INCIDENCE RATE OF NARCOTIC-INVOLVED OFFENDERS IN THE INMATE POPULATION OF THE WASHINGTON, D.C. DEPARTMENT OF CORRECTIONS.
Abstract
THE STUDY DEALS WITH DATA COLLECTED FROM CASE FOLDERS OF INSTITUTIONALIZED INMATES, COMPUTER PRINTOUTS OF CASES IN THE INMATE POPULATION WHO CAME IN AS NARCOTIC OFFENDERS, AND A SURVEY OF CLOSED RECORDS IN THE D.C. JAIL WHICH FOCUSED ON CASES OF NARCOTIC OFFENDERS AND THE YEAR THESE OFFENDERS CAME INTO THE SYSTEM. THE RESULTS INDICATE THAT ABOUT 25 PERCENT OF THE GENERAL INMATE POPULATION WAS INVOLVED WITH DRUGS. THE PROBLEM SEEMS MORE ACUTE AMONG WOMEN INMATES THAN AMONG MEN. THE RESULTS SHOW AN INCREASE IN NARCOTIC-RELATED CONVICTIONS, AND ACCORDINGLY, A NEED TO DEVELOP MORE PROGRAMS TO COMBAT ADDICTION. VARIOUS PROGRAMS, SUCH AS SELF-HELP PROGRAMS, ARE SUGGESTED TO TREAT NARCOTIC-INVOLVED OFFENDERS.
