BRIEF DISCUSSION OF THE RESULTS OF A BRITISH STUDY ON THE CIRCUMSTANCES UNDER WHICH REVOCATION/SUSPENSION OF LICENSE IS EFFECTIVE IN TAKING POTENTIALLY DANGEROUS DRIVERS OFF THE ROAD.
Abstract
INFORMATION FROM TWO SEPARATE SAMPLES OF DISQUALIFIED DRIVERS IS USED AND THE MOTORING OFFENSE RECORDS, CRIMINAL RECORDS, AND SOCIAL BACKGROUND OF THOSE WHO WHILE DISQUALIFIED ARE COMPARED WITH CORRESPONDING DATA ON THOSE WHO DO NOT. THE RESEARCH FINDINGS INDICATED THAT DISQUALIFICATIONS IMPOSED FOR TAKING A VEHICLE WITHOUT AUTHORITY OR FOR NOT BEING IN POSSESSION OF THE CORRECT DRIVING DOCUMENTS ARE FOUR TIMES AS LIKELY TO BE BREACHED AS ARE DISQUALIFICATIONS IMPOSED FOR DRINKING AND DRIVING OFFENSES. IN ADDITION, DISQUALIFICATIONS IMPOSED FOR THE OFFENSE OF DRIVING WHILE DISQULAIFIED WERE IN GENERAL, LESS LIKELY TO BE BREACHED THAN THOSE IMPOSED FOR ANY OTHER OFFENSE.
