PROVISIONS OF A BILL SUBMITTED TO THE SECOND CHAMBER OF THE NETHERLAND STATES GENERAL WHICH WOULD PRODUCE CERTAIN ALTERATIONS IN THE LAW COVERING NARCOTICS.
Abstract
SANCTIONS FOR THE POSSESSION OF MARIJUANA AND HASHISH FOR ONE'S OWN CONSUMPTION WOULD BE CONSIDERABLY REDUCED. MORE STRINGENT CONTROLS OVER THE USE OF AMPHETAMINES AND OPIATES FOR MEDICAL AND SCIENTIFIC PURPOSES WOULD BE APPLIED. CONSIDERABLY MORE SEVERE SANCTIONS WOULD BE INTRODUCED FOR ILLEGAL INTERNATIONAL TRADE (UP TO 12 YEARS IMPRISONMENT) AND ILLEGAL DOMESTIC TRADE (UP TO EIGHT YEARS IMPRISONMENT) IN UNACCEPTABLY DANGEROUS DRUGS. A SPECIAL PUNISHMENT (UP TO ONE YEAR OF IMPRISONMENT) WOULD BE INTRODUCED FOR THE POSSESS OF SUCH DRUGS FOR ONE'S OWN USE. AMOUNTS OF MARIJUANA AND HASHISH UP TO 30 GRAMS WILL BE REGARDED AS 'FOR ONE'S OWN USE'. --IN DUTCH
