          Abstract
              The partnership serves 1.5 million people in a 70-mile corridor and involves 27 communities, 18 school districts, and 23 police departments. The mission is to reduce crime and violence and thus create a safer, healthier, and more economically viable environment. The organization of the partnership is described and illustrated, and strategic planning and needs assessment processes are detailed in terms of the regional approach, crime and violence prevention, the focus on community assets rather than on deficits, and research and evaluation. Key players in the partnership are identified, as well as funding strategies, and benefits of collaboration are noted. Various speakers address different facets of the partnership, including community policing in Richmond, the use of technology and computerized data collection techniques, and programs for juvenile offenders.
